Not necessarily. The beauty of revenue enablement is that you can use your existing resources, and with better alignment, you can achieve good results. Once you have done that and see that it works, consider expanding and adding helpful tools and knowledge to your organization. I highly recommend starting lean and mean (cheap) and growing from there. I think my content should help you to start at no extra cost. So feel free to use all free content, templates, and stuff to your benefit.
